Probably based on the perception that you can find 5.5" props anywhere ARTF models are sold. I'm referring to the slip together "kits" that have been around forever such as The Sky Streak and the superior Sleek Streak, RIP.
This may not be a bad thing. If the goal of P-18 is to draw in beginners having rules that would allow something like the Ikara 6" (at .8 gr) might be deleterious to the objective.
Still, having a path to higher performance available for the beginner that gets hooked might not be a bad thing.

At .6 gm it would seem a lightweight alternative to the typical 5-5.5" garden variety prop, and that may be with the included bearing and spinner.

I'm not necessarily looking for an entire assembly, just any 5.5" prop that I can find at a store or my local hobby shop. At this point I'm going to settle for one of the 5" props I have and see how it goes. I have one from a Guillows model, and another from an Estes model.
The proposal had the rules below.
27. P-18 event 227 27.1 Except for the specific rules that apply to this event, the rules for free flight rubber handlaunched stick shall apply. 27.2 The model shall be a rubber powered monoplane covered with either tissue or HDPEplastic shopping bag material. 27.3 The wing shall not exceed 4.5 inch chord and projected span of 18 inches. Horizontalstabilizer shall not exceed maximum span of 9 inches with a maximum chord of 3.5 inches.Maximum overall length, including the propeller shall not exceed 18 inches. 27.4 The propeller shall be an unmodified commercially available unit with a maximumdiameter of 5.5 inches. Weight may be added to the blade for balancing. 27.5 The maximum hook to hook distance shall not exceed 10 inches. 27.6. The minimum weight of the completed model, less rubber, shall be 7.5 grams.
