A counterpoint to Joshua's argument -

In 1981, a very young kid flew in State against fairly stiff competition in a beginner event flown at the time called 'Blatter 40". Because of this performance he took home two plaques, one for 1st in his age class, one for 3rd overall against the experts.

I still have those plaques.
And trust me, I was still pretty green.

P18 is like a LPP-lite, a gateway to LPP for those are just starting out.
If this the intent, another way to approach the problem Joshua points to is to limit rubber mass.

On the other hand, we need another event like we need a hole in the head.
