Technically F1 Open (unlimited) is the slowest, having, at least theoretically, the lowest wingloading of any class of fixed wing aircraft. Since the FAI maintains world records for that class, it is a recognized class. If I'm not mistaken, Kang measured his record setting ezb as slower than an F1D as well. F1R, Intermediate Stick, and AROG would also possibly be slower, but I don't have any comparisons for that bit.

Unless another design has eclipsed it, Jim Richmond's Starwalker is said to have had the lowest recorded wingloading of any aircraft ever built. From the one video I've seen, that certainly seems like a valid claim.
