Lasercutplanes has a good reputation. Based just on the photo, it looks like a solid design. My only concerns are the lack of a removable stab and the fact that you'd need to shim the wing for incidence rather than being able to adjust it using sliding tissue tubes. On the other hand, it makes CG changes easy.
Bottom line, it's a good starting point if nothing else, and you won't run into any quality issues with this kit.
