I think the proposal also has something to do with the fact that it is a
barrier to entry to bring people into the hobby, train them to cover with
paper, and then expect them to transition to film. With the proper
knowledge, film is actually much easier to work with and does not warp the
models due to changes in humidity.
Also, given most flyer's building rates, at two models per flyer, we'll be
back at this cross roads again in year's time. The only problem is that
we'll have to wait two years to pass the proposal.
Lastly, the statement that Proposal 15-5 will affect the current records is
patently false. Paper covered models will still be allowed if the proposal
passes, therefore, current records will still be valid.
