I'm trying to get a clarification on some issues surrounding the 3
votes. It's my understanding that failing any one of the votes
eliminates that proposal for this 2 year cycle, and that a proposal must
pass all 3 votes to get put in the rule book.

When I get a definitive answer I'll post it here.
