Under the new rules, you're almost at the point of being able to introduce them directly if they've got good manual dexterity and you're able to assist in the building. I'd say take an F1M with a solid fuse and have them build that, then go to an F1D with solid fuse. They can learn rolled fuses thereafter, but in Cat I, will still get well past the 10 minute mark with the solid one, even under the new rules.
  
 The above assumes good manual dexterity and the time available to actually help the individual in person. In the absence of that, I'd suggest a Phantom Flash with a couple of key modifications, then a LPP, and maybe an F1D after that if all is going well.
