There are sub-micro receivers and actuators at 115 mg and 25mg respectively but the real problem is the battery. The above need a 3.7V LiPo cell and the smallest easily available cells are over 300mg. There is still the wire and antenna weight to consider. Thus, it is probably out of reach to have a rc steering system at less than 200 mg with currently available electronics and very hard even with custom made stuff.
