Yes, a lap band could reduce the volume of a large Mylar balloon. But, Mylar balloons constricted in volume with a band would be non-rigid and floppy. This increases the drag and requires more line angle to move the balloon at similar speeds. Also, such a constricted balloon would weigh more than a spherical balloon of the same volume. The game is to balance the tension on the line against the drag (average over all directions) of the balloon. Spherical balloons are best and this balance gets better as the spherical balloon increases in diameter. Then ones need to balance the cost of the helium versus the gain in having a larger balloon, etc. Again, I think that Ray's 35" Mylar balloons are in the "sweet spot" for all of these concerns.
