Ray Harlan has told me that the Mylar balloons he made for the US Indoor team a while back were 35" in diameter and held 13CF of helium. Please note that 3' balloons hold just over 14Cf and 4' balloons would hold nearly 34CF. Most of us fill our latex balloons to around 33", holding 10CF-11CF. The helium cost for the Nats at Kibbie this summer is just over $0.70 per CF.

I do not think we need 4' balloons using nearly three times more helium per balloon than the 3' latex balloons. But, I am not a prolific steerer so maybe the higher tension is warranted. However, many think that Ray's Mylar balloons are just the best size and I agree.
