The existing rules look quite a bit like that utopia to me.
However I am focusing now on the new rules. Four fuses rolled last night, four stubs in the oven now. Another four using Kang's suggested method will be rolled as soon as I can get the stubs out of the oven.
Unfortunately I don't have all the wood sizes and weights I want, but will have to make due with 0.014 4.2# and 0.015 + 0.016 sub-4#. The modulus on those sub-4# is only 85000/77700 respectively compared to 125000 for the 4.2#. Am going to have to place an order with Nick soon, but will have to test these configurations out first.
