For those that don't want to download it, here is the pertinent text: "Hungary proposed to reduce the rubber allowed in F1D from 0.6 to 0.4g, and to increase the minimum model weight from 1.2 to 1.4g. Some reactions, as usual, were against any change, while others objected to the increased model weight – making it too easy to build the models or allowing more complexity. Andras Ree explained that the increased mass was appropriate partly because the lightest weight covering is no longer available, it would make it slightly easier for beginners in the class, and it would allow existing models to be used with the smaller motors by using a 0.2g spacer (as is often done routinely for low ceiling tests, etc). The FFTM considered splitting the two aspects of the proposal – the motor and the model – but it became apparent that there was support for the full proposal (7 for 3 against) and the change was accepted by Plenary (22 for, 6 against)."
 

 I would like to note that Andras explanation that the lightest covering is no longer available is incorrect. Microfilm is the lightest covering, and it is still available. He also notes that it would make it easier for beginners in the class. Since when is F1D a beginners class? And why did they bother creating F1M which is specifically designed as a full technology stepping stone to F1D?
