For what it's worth, plugging in my current F1D modified to a 140 sq in wing, 75 sq in stab, and the new rules on airframe and motor weight, the CG shifts aft noticeably, and Hunt's program predicts that for Cardington, the peak performance would be reduced from 39:30 to 38:00.
While I understand that Hunt's program overpredicts performance, it doesn't hugely overpredict. The results make at least reasonable sense. I don't believe that any of the claimed objectives of this rules change will be met. Once carbon models become available, the race to 40 minutes will continue unabated. In the meantime, you can cover an F1D with polymicro and still need ballast.
