indoor airfoils

Hi all,
 I am trying to understand what is meant by 4% arc as related to plans for wings?
 Are the typical airfoils just a segment of a circular arc? If that is the case, how do you determine
 the diameter of the circle, if the spec is 3% 4% or 5% for example?
 Also is it normal for the ribs to be constant depth along their length? Or does the circular arc just refer to an
 imaginary camber line, and the thickness of the rib varies at different stations?
