I second Mike's idea. I for one have never flown an indoor cabin model other than FAC embryos and a pitiful attempt at Bostonian, and have yet to really care to build a Manhattan or Class B Cabin (the historic designation for the class).
Overall I think this is a great concept. Something worth including would be to ask folks to publish an article in a Sympo rather than just a general article. That would benefit both the indoor community and free flight as a whole. The Sympo suffers from a lack of indoor research content.
Including the component of setting a record for the top level is not a bad idea. Having gone through that process now, I would say that it's not an unrealistic standard.
