    I didn't understand that all the items in the list were required to achieve that level. So asking Leo's question in another way, can one skip levels, for example just go achieve the things in Level 5(and get a Level 5 sticker) without achieving things in the other levels?

       Now I understand.  The requirement is that all
 tasks be met for a given level (unlike Kurt's AKC
 related, multi-path proposal).  So, one is relegated to
 level one if one does not fly gliders or cabin models.
