To me it means that for any AMA listed indoor duration classes the use
of a commercially available balsa, plastic, and hardwood propellers is
not legal. So the intent as I read it is that you have to build your
own prop, you can not go out and buy one. The only indoor AMA event that
allows an exception I can think of is EZB where it says:

from wood, with the following exception: Special novice or beginner
events can be set up for local competition by permitting the use of

As far as scale models go, there are no AMA indoor scale classes anymore
(at least that I am aware of) there use to be AMA Peanut and Flying
Rubber Scale (events 505 and 507) but they were removed from the indoor
section when the 2011-2012 rules were published and those event numbers
no longer are listed in the complete event listing so they must have
been deleted. The scale classes flown indoor generally are FAC events
and they have their own set of rules.
