The wonderment of being a test engineer is designing a test fixture that
does all that you need. For "tiny" loads, we actually floated a metal plate
on a bath of mercury for minimal resistance...how about a boat in water?
 
For load cells...I have no part number in mind, but one that has the range
of the expected loads, etc. would be my choice. forget the cost...(!)
the possibilities are endless...
