On second read, this question was pretty poorly worded.
I intended "Should include VP hubs" to mean: I feel that the BoM rule should allow the use of VP hubs built by someone else
and "Should not include VP hubs to mean: I feel that the BoM rule should not allow the use of VP hubs built by someone else
