What are the most desirable characteristics of a possible NATS site?

I'm guessing:
1) Five days availability
2) Calm air
3) Reasonable location
4) Local hotels/restaurants
5) Large enough
6) How much height?
7) Reasonable Parking

Could someone define them for me?
