Same need to bleach applies to fly tying materials. "Chlorox" type
materials literally burn feathers, hair, etc. to destruction. You may want
to consider trying a small batch of the stuff sold to bleach women's hair
to dead-white (after which it also apparently takes color better). I seem
to remember from my fly-tying days that this stuff is generally available
where they sell Ms Clairol et al. I also remember that the material
is.exhausted. quickly; there's enough of whatever it is to bleach about one
head of hair, and then the stuff is "spent." I would worry that Chlorox
might weaken an already fragile material.

1/2 cup bleach in gallon of water a reasonable starting point? Any idea how
long to soak? I assume rinsing is also beneficial.
