From what I could tell today, turning off the A/C is not needed.
There was only one spot of upper turbulence I saw and I thought it was due to the sunlight (thermal). All the rest were all closer to the ground and was easily attributable to the runner's wakes and/or the eddies from the fan. See part 2 of the first flight and you can see what I mean in the last minute.
As far as the fan I could fly even with that big fan going - the space is so large that the fan doesn't really move much air except very locally. I did turn the fan off when the last runner left - the lower area was much calmer than the video above. Unfortunately my card was full by that point, so I have no video on that flight at all.
To answer the question directly, I am not sure. The site coordinator was hesitant to allow it. Based on today, it sure didn't appear to be required.
