I've never seen it addressed before, but I would not doubt this was a valid tip from Mr. Bailey. I figure most of us wrap the brace wire a few times, so creep probably means creep, even wrapped. (Not aware of a full load knot suitable for tungsten.)

Continuing with glue experiment: 30.55 gram liquid Ambroid dried to 4.82g, so 21.1% solids, almost identical to (current) Duco. So far, this proves nothing.
