I used to have a dog in the No-Cal hunt and it was usually a White 
Monoplane canard pusher.
Has FAC banned Gampi tissue? If so, this may affect what a reasonable 
weight should be. Maybe 5-g minimum should be better than 4-g minimum. 
Currently at the USIC, our rules do strongly favor the Hosler Fury 
design. They are ugly on your table, but not in the air!
There is a good summary of No-Cal design by Don Slusarczyk from several
