Because it's part of A-6. The way the legal sized piece of paper is a requirement for Legal Eagle, or 3.1 grams is a requirement for LPP. The collection of rules define the event.

I'm not saying I'm a fan of condenser paper. Film is way easier for me to use. But if I ever build an A-6, it will be per the defined rules.

I don't like covering with tissue, either. But I suffered through it for my Bostonian and P-24.

If someone finds film easier to start with, there is no shortage of accessible events that allow it.
