In principle they can. But if you follow the rules by the book, TM is
the person to communicate between organizers and your national team. So
if you do not have a TM, you do not have the "right to speak" (i.e.
suggest changes in the schedule, bring suggestions at the TM meetings,
etc.). In practice in a relaxed contest like indoors this should not be
a problem, but then again, there is no reason not to name one contestant
as the TM. Common practice is also that if a contestant works as the TM,
he just pays his contestant fee, NOT an additional sum to be the TM (*).
The contest fee is per capita... :-D



(*) I do not know if this is so in the rule books, but this is how it
has worked in practice.
