I'm not sure if this is helpful, but in the music world there is a function on some electronic metronomes that allows you to "tap-in" the tempo and the device reads back beats per minute. Example- you tap when one blade is at 12 o'clock, when that same blade comes back around to 12, say one second later, you tap again. Screen will read 60. Range is around 40 - 244 beats/min. in one beat increments.

The unit I use is a Korg MA 30, about $20.
