Having been beaten many times by Bill's A-6...
Yes, it does comply with the rules. The 30 sq in only applies to the largest flying surface. It is in effect a tandem. While I greatly respect Gary's design, Bill's shows a clear advantage over anything I've seen. It has a very unusual flight profile.
