If the WC's were held in Rio, it might be difficult to concentrate on model airplanes. I've been there, and I didn't want to leave the beach. Shwing!

Officials and timers should be an issue that we can work around. We imported most of the officials for the WC's I've been to. Timekeepers were recruited from local groups (aviation clubs and other groups)

I think the minimum would be one local contact.
