A - 6 National Rules

Does the 30 square inch maximum only apply to the wing, or does it apply to the total area of the wing and the horizontal stabilizer? For example, would a wing having a projected area of 10" span by 3" chord be legal assuming the plane has a stabilizer of, for example, 4" span by 2" chord?

Sorry for asking such a fundamental question, but the A - 6 National Rules are somewhat ambiguous in this area.
