If it doesn't add to the wing projected area, span or chord it should be
legal. It's main use is control torque like warped wings, tilted stab, left
rudder & left thrust in the prop.

From a rules perspective, it would be no different than a tip plate - just
on one side.
I've see several models with this configuration.
