EZB devices

In the EZB rules (19.2.11)it states NO DEVICES which affect the rubber motor & the rate of energy release,except for the propeller blade flair or deformation. How about the use of a "drag rudder" on the inboard wing tip. If it doesn't add to the wing projected area, span or chord it should be legal. It's main use is control torque like warped wings, tilted stab, left rudder & left thrust in the prop.
