In 2008, the Indoor Contest Board took up the issue of naming alternate CDs because of the problems of CDs named on sanctions not being present at Lakehurst RTs. I can't put my fingers on the pertinent documents, but an agreement was reached that any CD present could be the acting CD as long as he wasn't the one doing the flying for the record. His name didn't have to be on the sanction, but a list of all CDs who might attend Lakehurst trials was submitted to the Technical Director.
The rules haven't been updated to cover this situation. They only state that after the CD and the alternate can't attend, The AMA District VP, the AMA president, or an appointee can get into the fray to get someone named. The thrust of the rules is to keep the contest on track and not have it fail because of not having a CD.
