What I remember was Tom Sanders said he was inviting two teams from each State. He posted a message also to that effect on S.O. coaches forum. The plan either didn't take hold or wasn't followed up on or both.

No. I'm saying that I was told it was by invitation only and no one I knew was invited. One of the kids I mentored finished second at the nationals that year but wasn't invited. But it wasn't any specific kid that bothers me. It's the idea of a contest where you have to be invited to come. It's maybe comparable to World Championships where the teams would be selected according to who they knew.
I was told directly by Dave Lindstrum that the invitational was to keep USIC from having a bunch of kids bothering the serious flyers - and he was one of the people who made the decision.
