This is not an official opinion but my guess.
You will be able to enter F1D Japan National Championship. But you will not
be able to get an 'official' result. You will be able to enter the contest
as a guest flyer. Even if you do winning time, you will never become a
National champ. I understand that you also undestand about it.
There are only 8 or so contestants at the Nats, and the dome is large and
high. So a few addtional contestants will not become a problem. The only
problem will be the numbers of timers.
I do not know about R/C world. But, about 20 years ago, some guest flyers
came from China and flew at C/L Nationals.
I hear that it will be held on 03 Ocot this year.

Matsumoto Dome (= Yamabiko Dome) is large and high (34m), but it is not
perfectly safe for indoor models.
Because some spiders are hanging from the ceiling to catch the models !
Last year, I flew 4 flights at the F1D Nationals and my models were caught
by the spiders twice.
Yes, the contest was 6 rounds, I flew only 4 flights, my models landed only
2 times !
Of course, in fact, they are not spiders but wires and hooks.
