Thanks for chiming in. Yes, "seems" the simplest solution, but how can we realistically define what a "competitive" flier is? Doesn't the contest announcement ask for, call for competitive flyers? Yet we understand your lament. Maybe we could issue every contest director a Dope-Slap-Flyswatter, to be used at his discretion. (j/k!)

I think one should be able to remain a beginner as long as it takes. So, designate a certain number of flyers you have to "beat" in a competition before you move up. Nothing to do with firsts, seconds, or thirds, just collect a certain amount of flyers bested.
