My guess is that in the 1970s pouring your own microfilm was much harder
than using paper. I’ll say again, as a novice I find Ultrafilm much easier
to apply than condenser paper. I used a combination of Ray Harlan’s and
John Barker’s instructions. The ease of application is second to relative
humidity stability as a reason for my suggestion to eliminate the plastic
ban.

I've never heard that said. The paper-only rule goes back to Clarence
Mather's original 1970s rules, and hasn't been changed (so far, to my
knowledge) by any club or big contest that do use their own slight
variations.
