Yes, it couldn't be clearer or simpler. Apparently, this rule has been ignored by the CD at certain venues. So, how is a rule violation typically dealt with or better yet, prevented?

I do not understand how the current rules allow a person to steer the
model because it is out of trim. If a person does then it is an illegal
