The rules for the USIC version are included with the info packet that gets sent out.

Here's the ones from 2008:

P-24 Condor
1. The model must be built according to plan, no deviations allowed
2. The 7-inch prop must be used with no alteration. Clay or tape may be used for balance.
3. The prop shaft may be lengthened to clear the plastic bearing.
4. Japanese tissue must be used for covering the model.
5. Tip Dihedral must be 1-3/4 inches.
6. The distance between the front hook and the rear motor hook must be 17 inches.
7. The same motor must be used throughout the competition. If the motor breaks it can be retied.
8. Fly-off will be in two rounds. The last five planes to land from the mass launch will have a fly-off for a winner. Note this rule may be altered before the event depending upon the number of contestants.
9. Minimum weight 11.5 grams.
