Hi,
     I suspect the electronic scale has an "auto-zero" feature.  When 
just turned on (or even after a while), the scale thinks a very low 
weight is zero and resets the scale.  Try putting all three pieces on 
at once.
     One of my inexpensive 100g x 0.01g scales does the same thing 
for very low weights unless I put a bit of extra weight on the scale 
with the piece and then remove the extra weight (this tricks the auto-
zero feature).  Other of my scales show zero at first but slowly, up 
to ten seconds, recognize the low weight and update the display.  
Some scales turn off the auto-zero feature if the scale is manually 
zeroed (press the zero or tare button).  Try that.
     Finally, with these inexpensive digital scales, keep a reference 
weight with you all the time and check (or recalibrate) the scale 
often, especially when it is moved to a new location.  I use the 
scale cover as a reference weight to check if a recalibration is 
needed.  With these methods (and some anti-static precautions, such 
as an ion generator or good old humidity), even the cheaper 10g x 
0.001g electronic scales can work well.
