Indoor Class suggestion

Hi All,
I am from Indonesia and for last 2 years try to socialized indoor rubber powered in my country. Some event have been held but still on the club event level with about 35 contestants from several province in Indonesia. Usually we compete on LPP and Open Scale and also SO for High School.
This year indoor rubber powered has been accepted by Indonesian Aero Sport Federation (FASI) as once of aeromodelling official events.
For this event I want to add one more duration class (beside LPP) but don't know which one better (F1M or F1L). Do you has a suggestion?
For your information due to difficulties usually we used local balsa that mostly heavier than yours. Cover also using local material. That's why the lightest LPP have been build is 4.5 gram. Rubber we used is TAN Super Sport. Now some of us have a balsa contest grade and hope we can reduce weight to 3.1 gram.
