I made my meters (I've built several with the general plan). I use a
length of quarter inch inside diameter brass tubing. that is cut into
two pieces using a tubing cutter and whose combined length is a bit
shorter (about an inch length not critical). A piece of telescoping
tubing longer about three inches fits over the other tubing.

I use plastic nose buttons as "bearings" for the torque wire. A round
disk is placed on one end as a dial. The properly formed wire goes
through the a bearing, one length of the smaller diameter tubing, the
telescoping tubing is put in place, the other length of tubing, and
finally the other bearing. Bend the torque wire up at the proper place
and then use the telescoping tubing to expand the length of meter to
match the wire. Solder the telescoping tubing to hold everything in
place.

I cover the brass tubing with some shrink tubing.
