No one. At least three sets of rules exist, "owned" by active FF clubs
or CDs of popular contests. All 3 or 4 rule sets are similar. And
that was the reason for the "A-6 Rules Committee" I organized,
consisting of all stakeholders who cared to participate. This
committee resulted in our asserted "National A-6 Rules," which still
reside in Files section of Indoor_Construction. However, there is no
inherent legimacy to be had in our, or any other rule set. I had hoped
that these clarifications would be accepted as wise, unifying, needed.
Remains to be seen.
