SO help needed

This won't be the normal help request. Its not about how to make a
better Wright Stuff or Balloon Launch Glider plane.

Its about developing a new Science Olympiad flying event.

I've been tasked to propose a set of rules to replace bottle rockets in
the current three flying event rotation SO currently uses.
Specifically a rubber powered copter event.

Now, due to past history, I don't want to start a rules discussion on
this list, but I would like to solicit help writing those rules. I'm
looking for flyers with copter experience that could help scope out the
copter itself, developing reasonable limits the students could build to
and reasonable goals for competition.

If it helps any, I'd really like to avoid some of the past misguided
attempts that had built on site free flight gliders flying down a hall,
turning left down another hall and flying through a hula hoop doing an
8 point aileron roll. I want to develop a simple, light, good flying
event that can lead to deeper interest in indoor free flight like
Wright Stuff has.
