I assume this is a fixed pitch prop?

What kind of RPM are you getting? Take a few readings throughout the
flight.

I'd bet that the effective, overall pitch of your prop is not 650mm
(about 25"). It is very common for beginners to mis-measure the pitch,
or to have a very uneven pitch distribution.

The RPM readings will give a better indication of what's going on. If
you really have 650mm of pitch I'd expect the RPM at the start of the
flight to be very high.
