No, it means that the maximum thickness is 5%, but the point of maximum thickness is closer to the LE than to the TE. I think the the point of maximum thickness occurs at about 37% of chord. The magic of the Simplex or Log Spiral curve is that one template of a certain thickness works for any chord length.

When a plan refers to a 5% Simplex Airfoil does that mean that the arc of
the airfoil is 5% of the wing chord at mid airfoil ?
