At USIC it seems to be fairly common to go into the seat areas (which are above the floor) to steer models back out over the floor area. I've never heard anyone complain about this practice.

  If it was a local contest, I think it will be OK. But, it was an
  Intenational Contest.
  I think Sporting Code should NOT be interpreted excessively.

  The rules clearly says that the motor should be weighed BEFORE an official
  flight.
