This interpretation seems to be at odds with what has been usual practice since I've been flying. I would think that any steering involving the stab would be "from behind". What would be the interpretation if you towed the model backwards by hooking the front of the stab with the balloon line? (not that anyone would plan such a move)

I also wonder how this would apply to hitting the fuse between the wing and stab during steering? In low ceiling flying I think a tap to the fuse in front of the stab would be safer than a wing LE tap to change the model's direction.

  In the FAI Sporting code, 4, Vol F1, point 3.4.7 a) under "Steering", second
  sentence, write: " ...all steering shall be done from the front end
  of the model and never from behind."

  At European Championship hold in Belgrade in August this regulation was
  explained so that steering was permissible from front edge of wing, and
  front edge of stabilizer. This will be also at WCh next year in Belgrade.

  At Belgrade Indoor Open was very much steering with balloons, so in one
  moment one ask me: Is that competition of balloons or models? That was very
  interesting, in the hall 3 of Belgrade faire of 22m high are 12-15 models
  flown together, with maybe 10 balloons (plastic and rubber). It was very
  noisy (at 35-37 deg C). At ECh was quiet ...
