I think the holdup on the Astrodome is that there would probably be a substantial rental fee that would require some sort of organization to be behind the effort. The only organizations I can think of that might be interested are AMA and NFFS - and I'm not sure either of them would want to do another expensive indoor contest.

I talked to some locals about that (Fred Rash and Hank Nystrom can
probably add a whole lot more insight). The topic is definitely out
there, but it sounds like it is not entirely set in stone. Some local
groups are trying to keep it. The school may want to do something else
with the space, but maybe not right away. That kind of thing.
But you are right, having a backup plan isn't a bad idea. And getting
a new contest in the Astrodome wouldn't suck.
