Nope, I don't think so. I recall John Barker creating his own album not
long ago. I just now rechecked my configuration page, and site is
configured for all members to create, modify, add to Photos and Files
section, as it has always been.

Sometimes the clickables are just small one-word prompts such
as "edit", and sometimes that's on the previous page you just left, or
maybe the next one. The uploading is probably unwieldy or erratic for
any dial up connection, at least mine.
